The Statewide Health Insurance Benefits Advisors (SHIBA) is a free, unbiased and confidential counseling service of the Washington State Office of the Insurance Commissioners (OIC).  SHIBA's trained and impartial volunteers are available to assist consumers with their Medicare-related questions.
